Barndominium permits, zoning and loans near OKC

There is no single Oklahoma barndominium law. A barndo is a house, so it goes through the same building permit, zoning and inspection process as any home where you build. What changes is who you ask.

City or county?

If your land is inside city limits, the city issues the permit. Oklahoma County's planning office says it has no jurisdiction inside cities and issues permits only for unincorporated land (Oklahoma County Planning Commission). The county asks for two deed copies, a DEQ perc or soil test, a site plan, a floor plan and a foundation plan stamped by an Oklahoma engineer or architect (Oklahoma County residential permit application). Details on the Oklahoma County page.

Engineering

Metal and post-frame buildings are usually engineered systems. Norman states it outright: plans for manufactured steel buildings must be signed and sealed by an engineer licensed in Oklahoma (Norman one and two family residential checklist). Edmond requires an engineered footing design and a braced wall design (Edmond: Residential New Construction; Edmond braced wall and energy code notice).

Metal exteriors: several cities limit them

Several metro cities limit metal siding for some buildings or districts. These are the rules we could confirm:

None of these is a general ban on metal homes, but HOA covenants and PUDs can be stricter than the city code. Ask before you buy a lot in a subdivision.

Shawnee names barndominiums

Shawnee's 2024 code defines a barndominium as living space and barn space on an agricultural property, and lists it as a conditional use in a few districts (Shawnee Unified Development Code (adopted Aug 19, 2024)).

Appraisal and loans

Fannie Mae wants at least three closed comparable sales and allows less similar sales when they are documented, noting rural areas often lack close matches (Fannie Mae Selling Guide B4-1.3-08). If the appraiser cannot find adequate market evidence, or decides the highest and best use is agricultural or commercial, the loan is not eligible for sale to Fannie Mae (Fannie Mae highest and best use FAQ). That is why local lenders and builders with closed barndo sales matter.
