Land and site prep checklist
On raw acreage, the house is only part of the job. Turner & Son puts septic, water, the electric run and the driveway at a common $45,000 to $70,000 on rural land (Turner & Son: turnkey pricing (Sep 2026)). Work through this list before you sign with a builder.
1. Confirm jurisdiction and zoning
Find out whether the land is inside a city or in unincorporated county. Oklahoma County only permits unincorporated land (Oklahoma County Planning Commission). Check minimum lot size: Norman's A-2 rural district starts at 10 acres in most cases (Norman Zoning Ordinance), while Shawnee's Transitional Agriculture district requires 2.5 acres (Shawnee Unified Development Code (adopted Aug 19, 2024)).
2. Soil and perc test
Oklahoma County wants a DEQ perc or soil test with the permit application (Oklahoma County residential permit application). Norman asks for a soil profile report when the home will use private sewer (Norman one and two family residential checklist). The OKC Metro Septic Guide explains system types, costs and DEQ steps.
3. Water
Ask whether a rural water district or city main reaches the road. If not, you will need a well. The OKC Metro Water Well Guide covers depth, cost and testing by county. Norman requires a city water well permit inside its limits (Norman one and two family residential checklist).
4. Power and driveway
Get the utility's quote for running service to the house site early, and price the driveway to the pad. Both are commonly left out of kit prices (Turner & Son: kit vs turnkey in Oklahoma).
5. Stormwater and site plan
Oklahoma County requires a stormwater plan when one acre or more is disturbed, plus a site plan showing the house location (Oklahoma County residential permit application).
6. Paperwork to gather
- Deed copies (two for Oklahoma County; a warranty deed for unplatted land in Norman) (Oklahoma County residential permit application; Norman one and two family residential checklist)
- Site plan, floor plan and engineered foundation or footing design (Oklahoma County residential permit application; Edmond: Residential New Construction)
- Perc or soil report and well plan
- Lender pre-approval that addresses appraisal of a barndo
7. Watch the clock
Oklahoma County permits require building to start within 6 months and finish within 2 years (Oklahoma County residential permit application).
